The show is one that was licensed by Sentai Filmworks in North America and they released it in subtitled-only DVD form at first.

One series that worked for me far better than I thought it would years ago was the twelve-episode series Dog & Scissors.
It did well enough to get them to go back and re-release it on Blu-ray but also to create a dub for it.
